All documents written by a company or a corporation must be notarized by a local Notary Public. So, if your company was founded in the state of Illinois and you need its Articles of Incorporation apostilled, you should do it in the State of Illinois and the signature of a document’s preparer should be certified by a Notary Public licensed in the State of Illinois.

An apostille validates corporate documents for use in a foreign jurisdiction. However, only corporate documents originated from and intended for use by countries-members of the Hague Apostille Convention, can be attested with an apostille. If a country requesting authentication of your corporate document is not a party to the Hague Apostille Convention your corporate document may require further authentication at the U.S. Department of State Office of Authentications and legalization through the Embassy / Consulate office. 

The U.S. Department of State Office of Authentications only accepts documents in their original format and the English language. If your corporate documents are prepared in a foreign language, they will require a certified translation into the English language and notarization.
